Telephones (incl TN Circle) with effect from 19.02.2013. The details are
given below:-

Both the above two new STVs are placed in Group I and are applicable as long
as the customer
is in Home LSA only & while in roaming, necessary charges as per the plan
will be charged.

Both the above two new STVs are available for current plans and Nesam Group
of plans only.

Subject: Revision in Fixed monthly charges and charges under annual/two years and three years payment
options under various unlimited ADSL Postpaid Broadband Plans for existing and new ADSL postpaid
broadband customers– reg.
2. Circles shall ensure to comply with all regulatory requirements.
3. Customers may be suitably informed about the revision in tariff.
4. All other terms and conditions, as mentioned in earlier circulars, shall remain unchanged.
5. These instructions shall be effective w.e.f. 01-03-2013 in all the circles.
6. This circular is issued based on the approval of Competent Authority in Broadband Cell File No. 64-133/BB/Tariff/11-12/Pt.4. Clarification/correspondence, if any, in respect of above tariff may be sent to Broadband Section, BSNL, Corporate Office, Janpath, New Delhi-110001, Tel. No. 011-23322064 and Fax No. 011-23734052.
7. The impact of the tariff may be analyzed and feedback submitted on monthly basis to T&C-CFA and NWP-BB (CFA) branch of Corporate Office electronically at tccfa.hq@bsnl.co.in, tccfa.bsnl@gmail.com and broadbandbsnlco@gmail.com respectively.

BSNL Karnataka Circle, RETAIL PUSH SMS : TERMS & CONDITIONS
RETAIL PUSH SMS : TERMS & CONDITIONS
Any organisation / Firms / Institution / Individual wish to send SMS on occasional basis may
approach BSNL for pushing SMS to the known customer base within Karnataka.
The retail push SMS service is available for PROMOTIONAL SMS MESSAGES to the
customers of On-Network (BSNL) and Off-Network (Non-BSNL).
1.
The service of pushing
SMS to the subscriber base indicated by the
organization/Firms/institution/individuals will be pushed by VAS Marketing-CM unit
of BSNL, Karnataka Telecom Circle.
2.
The tariff for the Promotional Messages to off-network (Non-BSNL) customers will be
charged at 10 Paisa extra per SMS message over the tariff of On-Net (BSNL)
customers.
3.
Number of SMS to be sent is to be in multiple of 1000 only.
4.
Intended customer may contact any nearest BSNL Marketing / Enterprise Business
units of SSA OR may email to

Intended firms/Agencies/individual customer may submit the application in the
prescribed format along with enclosures to the Marketing unit / Enterprise Unit who
in turn process for issue of demand note by the Commercial Officer.
Marketing unit / Enterprise Unit may issue the work order after confirmation of
upfront payment of Amount raised in the demand note and one of the copy of work
order along with text of SMS message to be forwarded to the AGM, S&M-VAS-CM
O/o CGM, Karnataka Telecom Circle, Bangalore on FAX No. 080-25570067 or on email
agmvasktk@gmail.com OR bsnlvasktk@gmail.com for executing the push SMS to the
customer base indicated by the customer.

The payment shall be made in Cash / Demand Draft / Cheque drawn in favour of “ AO
CMTS of SSA”
9.
The Customer Base of On-Net (BSNL) of SSA wise or Area’s PIN Code wise will be
made available by the BSNL Marketing unit itself. But in case of Promotional SMS
messages to be pushed to Non-BSNL (Off-Net) subscribers, the customer has to
arrange for the subscriber Base to the BSNL for executing the SMS push as desired by
the customer.
10. The targeted subscriber Base submitted by the applicant will be scrutinized by the
Marketing unit of circle office for distinguishing the subscriber in to On-Net & Off-Net
and the final bill will be raised accordingly.
11. The cases of requirement of Push SMS with detail text of SMS message limited to
160 characters (including space & special characters etc) to be received from the
customers by the Marketing unit / Enterprise Unit of SSA and commercial officer will
process for issue of demand note for payment of Advance amount to an extent of
estimated quantum of SMSs indicated by the applicant/firm. The message exceeding
160 characters and less than 360 characters will be treated as two SMS messages.
12. For billing purpose the customer will be placed in a slab, based on actual number of
SMS pushed by the customer in a month and per SMS tariff as per that particular slab
is applicable for total SMS. In other words the total number of SMSs pushed from the
Ad-Push Server / SMSC during the calendar month will be taken into account for
placing the customer in a slab for final issue of bill towards the push SMS service.

BSNL Karnataka Circle TARIFF FOR BULK PUSH SMS
Bulk push SMS service for pushing TRANSACTIONAL & PROMOTIONAL SMS MESSAGES” is
now available for the Firms/Public /Customers of Karnataka for pushing the Bulk SMS by the
customers itself.
The details of SMS slabs with the tariffs are given against each slab of SMSs. The tariffs given
are exclusive of Service Tax i.e. the service Tax as applicable is extra. Presently the Service Tax is
12.36%.
TERMS & CONDITIONS FOR BULK PUSH SMS
Keeping in view of large demand for Bulk Push SMS service from various segments of customers,
BSNL corporate office has approved for introduction of Bulk Push SMS to the customers. The customer
can be of two categories:-
A. Customer registered as Telemarketer and wishes to send BULK SMS on regular basis, should
approach EB cell of SSA and enter into an agreement & other formalities.
B. Customer with request to send Bulk SMS on single or few occasions falls under Retail Bulk
SMS category.
The terms and conditions for the Bulk PUSH SMS is given below:-
1. The Bulk push SMS service is available for TRANSACTIONAL & PROMOTIONAL MESSAGES
to the customers of On-Network (BSNL) and Off-Network (Non-BSNL).
2. The detail tariff for Transactional / Promotional under BSNL / Non-BSNL Network is given
under Tariff head. The rates are negotiable depending upon the number of SMS.
3. Intended customer may contact any nearest BSNL Enterprise Business units of SSA OR may
email to jtobsnlktk@gmail.com for any enquiry /clarification / help.
4. Telemarketer shall register itself with TRAI in the site http://www.nccptrai.gov.in and
obtain a registration number.
5. Every Telemarketer would have only single registration for all his telemarketing centers
throughout India though separate agreements will have to be made with each circle
where he wants resources.
6. Registration Fee of Rs 1000/- and Customer Education Fee of Rs 9000/- is payable for
registration.
7. The validity of the registration shall be 3 years w.e.f. date inscribed, unless revoked earlier.
8. Telemarketer shall, before applying for any telecom resources enter into a standard
agreement with BSNL, as specified in Schedule-IV of the “Telecom Commercial
Communications Customer Preference Regulations, 2010”, for the purpose of promotional
message.
9. Telemarketer shall, before applying for any telecom resource enter into a standard
agreement with BSNL, as specified in Schedule-V of the “Telecom Commercial
Communications Customer Preference Regulations, 2010”, for the purpose of
transactional SMS.
10. He must also handover a copy of the application form filed while registering with TRAI as a
telemarketer, documents for the verification of the details furnished by the telemarketer
in the application form and the registration number issued by TRAI.
11. The agreement for sending promotional and transactional SMS will carry a refundable
security deposit of 1 Lakh rupees each.
12. He must have either a leased line connection or a high speed broadband with static IP.
13. The Telemarketer has to submit a Bank Guarantee for Rs. 10 Lakhs or amount equivalent
to monthly business whichever is higher.
14. Intended firms/Agencies/individual customer may submit the application in the prescribed
format along with enclosures to the Enterprise Unit who in turn process for issue of
demand note by the Commercial Officer.
15. A Public IP Address along with user name and pass word will be extended to the
Agencies/Firms/individuals to push bulk SMS on their own on regular basis as and when
they need.
16. The Telemarketer has to adhere to the guidelines issued from time to time from TRAI /
DOT / BSNL in this regard.
17. The Telemarketer has to make the payment within 15 days from the date of issue of Bill.
